PA: 10,093 Ballots in Indiana County Mailed Before 10/01/20, the First Day Indiana Mailed Ballots

Indiana County Chief Clerk Robyn Maryai shared in an article written by the Indiana Gazette on October 6th, 2020 that the first batches of mail-in and absentee ballots were sent on October 1st, 2nd, and 3rd.

According to PA Open Data, Indiana County mailed 10,093 and received 47 ballots before October 1st, 2020. 8,579 ballots were mailed to Indiana County voters before October 1st.

If Indiana County did not mail any ballots to voters before October 1st, 2020, why does the Commonwealth of Pennsylvania’s 2020 General Election Data state otherwise?
